Pac said in his last interview that his beef/disagreement with Big was minor in the grand scheme of things and that it wasn't an "on sight" situation.
In that same interview Pac said that his beef with Big was like an election in the "nigga kingdom" and that the primary reason he was going at Big was because he felt Big was fake and weak and so therefore he didn't deserve to have the influence to set trends in Hip Hop.
Pac said he was trying to ruin the fake/weak rappers (and by fake he meant those who don't genuinely care about the communities they claim to represent) so that HE could be the ambassador of the streets. He said that he planned to start a new political party by the year 2000 and so therefore the fake/weak rappers had to go so that they couldn't sabotage what he was trying to do with their influence.
