Russia has accumulated a mountain of rupee credit and India just does not export whatever Russia needs. So, we are not quite there yet to make the INR an international currency.

They want to use the Rupees as global, want to abandon the Dollars, at the same time, want to be in the Btics single Currency. Also, they want India to be ahead of the Countries that more stronger than India. Giving Rupees to Russia, which Russia can not use it, now talking about Giving it to Iran, or elsewhere. They end up using the Chinese Yuan, which China also is happy to make profits from that, cuz it will sell the Yuan to India with a very good price, cuz it's the only option for India.
