They were special because they were best friends that weren't afraid to let everyone know how much they love each other and how highly they think of each other, and weren't afraid to flirt (and the people they had relationships with understood their relationship and never tried to change it). But them actually dating would've ruined it, I think. Whereas she and Luke had a more couple-y relationship. They work as friends, but there was always something there that was more romantic. :)
I LOVED the relationship between Morgan and Garcia but for me, there was more sexual tension between these Penelope and Luke. Pls don't hate me, but I always felt like Penelope and Derek were friends who flirted, as opposed to Luke and Penelope who were never "just friends" (there was always tension/jealousy there). When they (FINALLY) got together, I cheered! Penelope getting her happy ending was the best ending for me.

In the episode Collision Course in the car chase at the end when Garcia says "Do you have to be so lurchy, I get car sick" when he pulls a sharp right turn he actually puts his hand on her arm and keeps her from leaning and he does it without saying a word, despite the high stress situation he was actually listening to her.

I love me some Garcia and Morgan with Nicknames and constant banter but he never had romantic feelings for her i love when Kevin came on the scene he even told Garcia he was a great guy that solidify him as being a close friend no jealousy but happy for Penelope long before he got a gF so I agree with Luke being a DM replacement but they actually allowed him to have romantic feelings for a coworker which was awkward after her relationship with Derek which was not originally written but playful banter between the two actors and someone noticed and added it the show so it’s odd trying to recreate I wished Penelope would have came back happily married to that sweet guy named Sam he adored her they could have started a business together had twins with her none stop showing pics of her family life together instead of this Garcia deserve a happy ending my apologies for raining on everybody who enjoys Luke Garcia it’s all in love for criminal minds fans great show and fantastic acting ❤️❤️❤️❤️❤️

I think he's kind of a substitute for Morgan
His personality and their relationship is way different, at least it's different enough that I see nothing of Morgan in him other than more eye-candy on the show, but he's hot in a different way. I was prepared to hate his character, as a replacement Morgan, when he was announced as being cast, but that first scene with him and Garcia floored me because I was not expecting to like him.
