1st Episode: "Delibera Morato" Clima Citizens’ Assembly in Francisco Morato/São Paulo

In the first episode of the "Citizens’ Assemblies in Brazil" series, we present the experience of Francisco Morato, a city in the Greater São Paulo region which faces climate-related problems, such as landslides and flooding, which are connected to the improper disposal of solid waste throughout the city. The Citizen's Assembly of Francisco Morato, the "Delibera Morato" emerged with the goal of building a basic sanitation system accessible to all.
The Citizens’ Assembly was composed according to civic lottery's best practices. Two thousand letters were sent to random addresses of residents,, generated by the City Hall system. Forty residents were randomly selected and participated in five whole-day meetings, in which they deliberated on topics such as waste disposal, recycling, and sanitation inspection, resulting in a citizens' recommendations report. The report was publicly filed at a press conference with the presence of the Mayor, Deputy Mayor, several Councilmen, and representatives of partner organizations.
The action was led by the Francisco Morato's City Hall and City Council, with support from Delibera Brasil, ICLEI - Latin America and Escola do Parlamento
