Reply to Q No 9 is also confusing. It is saying after the conclusion of disciplinary proceedings If it is decided not to award a penalty that means he is not found guilty. If he is not found guilty, how he can be penalized even minor penalty can not be awarded.
Q no 1 is very confusing.Are u talking about misconduct in the previous posting with the Central Govt or state Govt or posting with the Centre Govt in differnt units and what is the definition of misconduct
