He's saying that Olaf was created in a time when Anna and Elsa were close, happy and innocent, and that's how he comes back. When Elsa creates him on the North Mountain, he's in the same state he was when he first appeared: innocent, happy, and not entirely grasping the danger of situations. That's what he means when he says that "he's still around years later," that Olaf has come back, just like he was all those years ago. You can compare Olaf to "Marshmallow," the big guard-like snowman that throws Anna, Kristoff and Olaf out of Elsa's castle. Marshmallow was created when Elsa was feeling scared and upset, so he's a whole different personality. How she feels when she creates the snowman is reflected in its mannerisms.
So, did anyone else notice that Elsa recreated Olaf when she sang Let It Go? Or was it just me? Personally, I think that's a very important detail in the creation of Olaf

He was created during "Let it Go", right at the beginning. Though before Anna is injured by Elsa's powers, Elsa builds a snowman that looks exactly like Olaf and she says that he likes warm hugs. So Elsa was probably remembering that on some level when she made Olaf during her song.
