You have to be connected in order for it to work. If you're only trying to avoid connecting one specific wifi network you can connect to the network, select the gear icon to the side of the currently connected network name, and there should be an option to turn off "auto-connect"

Literally it still turns on my android auto. Every time I disable this and then turn my car back on, it becomes re-enabled. BEYOND frustrating lol
