Your truck information screen even said substantial vehicle wear consider visiting service and then when the scales said you were not in perfect technical state you said the game didn't know what it was talking about. This game not only do you have damage but also general wear and tear. While some of the wear can be replaced other wear is more permanent and requires and complete overhaul. This is what the weigh station inspections are picking up on, the wear and tear and not just the damage %.
