    I think the heart is jessamine cause I took notes from what both the heart and other characters in the game had said for starters when pointing the heart at daud it asks how could it forgive him and if you point it at the lord regent it will say how it regrets trusting him also if you talk to granny rags when you head to the golden cat on the way there there's another place she's at and if you talk to her she'll ask you if you will want to hear a story then she'll start talking about jessamine and when you head back to the tower of dunwall it says we've both been here before, also there's at one point where she mentions yet she still lives on. So I think that's why.

      At least they were subtle about it in Dishonored 1, and you only noticed if you paid attention. Then Dishonored 2 goes on to shove it in your face.

    how does Jasmine even know any off this? Also is there anyone in Dunwall who isn't a murder or planning to murder?

      "It is suggested that there is an otherworldly connection between the world of the Empire and the Void; events that take place within the natural world can appear as still scenes within the Void, such as the death of Jessamine Kaldwin and the abduction of Emily Kaldwin by the Pendleton twins. Harvey Smith notes that the Void "draws from [one's] mind", which in turn "influences the environment".[8] The three endings of Dishonored are also shown through representations present in the Void."
      If you played Dishonored 2 and Dishonored: DOTO you would formulate the idea that Jessamine was in the void from the moment of her death until the events of Dishonored 2.

      1:Jessamine's soul is now a denizen of the void, and it's basically implied that those who become one with the void have some form of nigh omniscience, that's how The Outsider knows so much about pretty much every bad guy.
      2:Dunwall is basically a fictional Victorian era Gotham City, most people who become bad are just evil or have reasons in their lives they use to justify their misdeeds(the latter mostly applying to women for some reason). There's rarely any truly good people and the fact that the Empire is corrupted beyond belief doesn't help.
