Most specified tax return preparers are required to use IRS eFile to file tax returns if they reasonably expect to file 11 or more covered tax returns during a calendar year.
However, if your tax professional is experiencing undue hardship, he or she may apply for a waiver using IRS Form 8944.
This instructional video covers the use of Form 8944.

Also, can I fax this form to the IRS?

The IRS instructions only indicate a mailing address:
      Internal Revenue Service
      310 Lowell Street
      Stop 983
      Andover, MA 01810
The fact that there is not fax number listed in the form instructions leads me to believe that the IRS does not accept fax submissions of this form.

Great info! Question: if I file using TurboTax, can I file this form electronically through TurboTax or do I still have to submit it via mail? And can I file this form on my own behalf, since I plan on using TurboTax. Meaning would I be considered the “tax preparer”?

If you're the taxpayer, I don't see a reason why you would need to complete this form.
This form is specifically for paid tax return preparers who reasonably expect to file 11 or more tax returns in a given tax year. In this case, the Internal Revenue Code expects professional tax return preparers to file electronically unless they request a hardship waiver. IRS Form 8944 is that waiver request form.
But as a taxpayer, you shouldn't need it. And I wouldn't expect to find it in TurboTax.

Is this form just for taxs fees to a prepare or is this a hardship for your taxes I'm a little confused

This form is for professional tax return preparers to explain why they cannot use the IRS eFile system. So if you're not a specified tax return preparer (a professional tax return preparer who reasonably expects to file 11 or more tax returns on behalf of clients within a given year), you don't need to file this form.

@@teachmepersonalfinance2169 Which form do I need to use for economic hardship? As I have applied for disability and make less then 300 a month in net income.

@@shaunmcdaniel780 I don't think that you need to use a form. If your income is low enough, you may not be required to file a tax return (but you may still want to file one in case you are eligible for refundable tax credits).
But you may qualify for the IRS' VITA (Volunteer Income Tax Assistance) program, which helps underserved taxpayers. Below is some information on VITA, nearest office, and whether or not you can use them to help.

Thank you so much, I am in debt to the IRS and I need a hardship made. This helps save me from having to pay 600+ dollars to a guardian tax service. Thank you!
