Main secondaries pen 36mm... feel like they missed an opportunity to have all secondaries pen 40mm to make it more effective against cruisers like the petro... after all this presents like a cruiser killer (Italy's version of Mecklenberg)... reload and accuracy on the secondaries appears very ordinary so it feels like they could have given it a bit more pen to compensate. This ship has plenty going for it, I am not anti it, just feels like if they added 1 more slight buff to it they could get a good take up if they sell it for dubs as an early access offer (buff secondaries -> either pen, range, accuracy or survivability, if they just buffed 1 they could make real money off this).

on stream people told me how to say it right so im happy with that but the 11km you are seeing is the ASW if you look right by the speed gauge it shows Secondary and AA range which is 11.3km and 5.8km
These secondaries are really bad, they have horrible accuracy, fire rate and damage output. I would NOT recommend building it for secondaries unless you just want to do it for fun while being aware that you're gimping yourself.

@ar_119 the trick is to grind the Japanese gunboat line. About 650000 free xp to restore it from a reset. It's pretty much what I do with my free xp.
