She manipulated the Shogun Pupett to act on her behalve, to some extend. Raiden Ei is not the Raiden Shogun in this Cutscenes, that is the Puppet. All this has been covered in the main story line, not some side missions, too.
I suggest you to do archon quest again and pay attention to the Wanderer`s words. He says he is not responsible for the delusions in there but Signora is. What are you waiting for, go get them! He even says to us. He knows the Signora’s destiny yet goes to Sumeru with the gnosis without informing her. But Signora really is the bad person in there, causing the peoples death. Traveler also fights with her because of this reason.
I actually found la signora a lot easier than Childe... Doing damage to her is easy in my opinion. My Kaeya with a mid build did epic damage even in her cryo phase. Just keep Noelle as a shield and Bennet for his healing burst and you're good to go
