we are on the era of undervolting cpus specially ryzen to gain stability. unless your cpu is going 120+w theres no need for water cooling
modern air coolers are nothing more than simplified liquid coolers, the heat pipes on decent air coolers have a drop of water in the tubes that boil through the capillary lines inside the copper pipes and then fall back down to the cold plate, even if the CPU cooler drys out inside its not the death of the CPU cooler just will be less efficient

i went air cooled on my 7800x3d for my new build, and havent had a problem with it yet.
