I don't think it's a power thing tho, I think it's a permission thing. Timeskip Goku should atleast scale to a hypothetical full power Beerus, or even higher due to the fact that Shenron could make him infinitely powerful as he is simultaneously alive and dead, and therefore has an infinite amount of life force to draw from for Shenron to give him power.

Well, by the end of gt, goku seemed like merged with dragon balls, then able to go in and out hell to say good bye to Piccolo without efffort nor consequence, which previously he was unable to do even with his intant transmission, and needed help from inside and outside hell to open a portal... that alone simply shown EoZ gt goku somehow unbound by dimensions restriction. And in dragon ball gt movie legacy, timeskip goku was able to revive Pan right after Pan's grandson wished it so with only one dragon ball... and I think he like obtained the dragon ball hax to fulfill a wish, and iirc how strong dragon balls are to be able to fulfill a wish is dependent on the master/creator of said dragon balls... and since dende whose power level at most around 1000, his dragon balls able to fulfill seemingly all impossible wishes, no imagine timeskip goku whose power level much much higher if not infinitely higher than Dende... he could probably alter reality itself as he wishes.

I could genuinely see Shadow Dragon Saga UFPSS4 Goku throwing the 1s with SSR Goku Black. And as for SS4 Gogeta, well, there's a reason both he AND Jiren were capable of attacking people with their glare alone.
