Its a real simple answer.............. Companies don't want to pay decent money to their drivers to tarp a load, also they don't have to constantly replace lost or destroyed tarps. It's just another way to F**k the company drivers out of money on a load. This goes for Brokers not wanting to pay decent tarp fees or pay for tarps to independents in the event they get wrecked on their load.

How is this not average? Not wvery trailer have fixed axles. A sliding rear axle is pretty common, especially on flatbeds.
