Per the NEC, putting a single duplex 15A on a 20A circuit is perfectly fine and to code. The only time it is not allowed is a SINGLE plug outlet. A single duplex counts as multiple. I'm sure you knew that but the video was just worded funny.

Minimum distance there is no minimum distance theres no way thats going to siphon with an inch and a quarter pop up not here or on the moon ok smart guy whats the maximum distance thats more important to know in my opinion as many people if they don't know may do just that and not have a vent for the fixture if rhey went too far

I have built house in 11 states and was successful enough to retire at 48yrs old. Now some city have codes strictly to their town/city. Now that maybe the case were you are, but no other town or city has that code.
