That was a tornado? I've seen more destructive menacing dust devils. Betting my grandma's old fan has is capable of producing higher wind speed than that.
A dust devil of this strength is extremely rare

Likely a weak tornado. If there was rotation in the sky and that was the result on the ground, it was a tornado.

There is a 2010 video of a much larger tornado hitting the Cabela's in Dundee Michigan. I saw that one personally and it was green and glowing. Tornadoes must like guns.
