i think the whale is asking for help? maybe ppl should carefully see what the whale is trying to them. Animal sometimes approach humans for help, such as entangled net, harpoon stuck on them etc...

Human watching seems to be becoming a trend among whales. I guess they have to do their own risk assessment and learn how to read people because some of them are mad. Just like from time to time a human can come across a mad dog.
