We're excited to see how it goes with your Halloween on the High Seas cruise. We did the Halloween cruise in mid-September just before the previous Hurricane. We have also been in Florida during a hurricane where the parks were closed. Rest assured Disney is the safest place to be during a hurricane in Florida. The resorts do all sorts of additional things to ensure you continue enjoying your stay. So hoping you have a magical time regardless of obstacles that might get in your way.
