How Many Robot Masters Did Wily ACTUALLY Create?
I know this rule wasn't clearly stated in the video, but I am only counting Robot Masters that had a numerical code/serialization attached to them. That's why (SPOILERS, if you care that much), Zero, for example, was counted, but not King. That's why I leave some of those up to your interpretation. There really isn't a definitive template that makes a Robot Master in the Mega Man series, so we'd be here all day discussing potential Wily-made machines if I didn't give myself some restrictions. Hope that makes sense.

Oh sure, let’s have Wily trust Bass, the most disobedient and self righteous robot he has ever made (not counting King) who has consistently destroyed his creations just to prove he’s stronger, with a personal power system with limit breaking potential, that would surely not blow up in his face

My headcanon is that the Number code is basically just part of a sort of "Prime registry" For all robot masters ever, while the DL/DW part of the code is variable, determined by who currently has custody/programed the robot. Exceptions to this prime registry do exist though, when certain classes of bots like the star droids or mega man killers get their own unique lists. Further building on this, these registries are maintained not by the doctors, but instead by a governing body that monitors all these robots (Potentially the same one that enforces their expiration dates, and also had a hand in the tournament from MM6)
They had a great character arc going with Rockman and Forte setting up an interesting dilemma for Bass...and then Capcom abandoned the series and only the idea of a Mega Man 2 nostalgia pandering game got them to greenlight a new game. And of course, Mega Man 2 nostalgia pandering means no Bass. Then he's relegated to being the DLC character in 10, when I think Bass should've been part of the main plot, knowing about Wily's shenanigans and being on board until Treble gets Roboenza, at which point Bass hunts Wily down to get a cure. But then who would be our oh-so-important DLC character. And now by the time of 11, what can you do with him? The setup for his arc was last seen 22 years ago on a shitty Game Boy Advance port. No exec is going to approve picking up Bass' story after 22 years.
Dr. Light caused 200 years of reploids/robot misery just by making x and his intern trying to copy his homework.
How serious were you when you said the fates of the Mega Man 5 robot masters after the game.
My personal thinking is that either the Number is defined by chief programmer (which Albert will naturally be when he reprograms and weaponizes robots) or/and that the numbers also include more general use robots like Sniper Joes, Auto and Eddie, and Mettaurs.
The worst part is anyone can easily see the way to incorporate Bass into 11: Have him show up for a fight with the double-gear after beating 4 robot masters. Have him lose. Then have him be the boss fight in the penultimate stage where he does the Treble Boost and activates the Double Gear. He then starts overloading. You can win in two ways: if you just survive long enough his systems burn out and break and he's destroyed, maybe left there broken as Mega Man asks "Why did you do it??" and you continue on, or you beat him by depleting his health bar in time and incapacitate him before he burns himself out and then once you beat the game he becomes a playable character.

I love the fact that this basically builds on Wily as a character. Because Wily canonically _suuuucks_ at programming. He can jailbreak anything, but he's terrible at making robots from scratch. Yet he excels at making weapons, which was the original reason he and Light collaborated: Light wanted to build robots, Wily wanted weapons, the government grant was large enough for them to compromise. Look at his first wave of robots: Metal Man was designed from Cut Man's blueprints but made to cut robots instead of trees. Heat Man was designed to incinerate robots instead of garbage. Bomb Man was designed for excavation but Crash Man's bombs were designed for drilling into, and blowing up, robots. Quick Man was built with Elec Man as a base to get his speed, and retroactively Flash Man's ability to stop time is an upgrade to Time Man's ability to slow it. There's also the fact that Mega Man 7 and Mega Man X came out and were in development very close together, and while not explicitly canon, it was a heavily _heavily_ accepted fan theory that during the point in MM7 when Bass breaks into Light's lab he steals the blueprints for X in order to make Zero. It's very unconvincing to believe that Wily _also_ made a robot with free will and a DNA soul at the exact same time as Light. And that's why the Maverick Virus and Zero's personality work so well with this theory; Wily sucked at programming. So he just dumped his brain into a computer program so he could hack Reploids after death. Zero may have been 'patient zero' for this but if he were made from stolen Light schematics it would make sense that he also chooses to fight Wily's legacy even without the decades of ethical testing X had to undergo.
Funnily enough Roll was playable both on Marvel vs Capcom and Tatsunoko vs Capcom Both with interesting movesets that arent out of character
I kind of think Bass found an end similar to Megaman in the fan game Megaman Unlimited. Basically he was critically injured for some reason or another and Wily gave Bass the same treatment Light gave Megaman. Light upgraded Megaman to X and Wily upgraded Bass to Zero including embedding the Wily Virus into him.

4:30 That's not actually true because Bass got a comic alongside the MM10 Image Soundtrack called Rockman 10 -Extra F-, which to me changes the entire story of Bass in 10 to be something actually more meaningful when Treble finds a cure for Bass in the end, despite we not knowing how. (I know the comic is made by Megamix's artist and therefore fits more into that canon than anything but the comic doesn't hinder or create much inconsistencies that it can't be used as backstory for Bass in 10, aside from him winning of course in the comic LMAO I mostly like the scene with Treble))
Mega Man 11 is good, but all the missed potential is why it's not really my favorite game. I want to see Double Gear Bass fight and playable Double Gear Bass. I don't know if Proto Man would work though...

My theory is that Wily inflates the numbers to make his army seem bigger than it is. Real militaries do this by skipping low serial numbers.
I'm not totally sure about Bubble Man. The first game has a Bubble Boy mini-boss. It seems likely that was Bubbleman's prototype. We know old masters can be re-configured (like the Gutsdozer), so it seems possible.
