Actually, the cops didn't really do anything wrong in this episode. 1. Yes, police CAN stop you for driving too slow. 2. He was driving a car that wasn't in his name. Police had every reason to detain them. 3. They basically "admitted" to stealing the car. So the police had every reason to keep them in jail.

Honestly, even though the cops let them go, Phil could easily have filed a lawsuit on that entire station. They still illegally detained two minors and questioned them without counsel. That'd be one heck of a suit.

The cops intimidating a confession out of them without any o look gel counsel or their parents being notified was indefensible as was brushing off their legal guardians when they arrived to make a formal statement, but in regards to the “slowness limit” he was being sarcastic but there is precedent for that. You can definitely be pulled over for driving took far below the speed limit, this is referred to as “impeding traffic” and it is often taken just as seriously as speeding.
The show overall showed how the acts and knowledge of a high class person was different from a lower class person. Will was seen as the modern or lower class. Uncle Phil was seen as a high class person but had life and knowledge of the lower class. Carlton was kept away from lower class because birth in higher class so he kept getting things and his personality was different too. In the show Carlton couldn't understand certain things. Will AND EVEN his father walk away from him because he couldn't understand things like discrimination or racism.
The funny thing is, will has told carlton time and time again. Hes not where hes from. Hes experienced things, and hes seen things, especially seeing some of his friends. Get locked up, especially being in a bad situation. He knows the deal, and Carlton is just a newbie or rookie, to be honest.
