No with cloud gaming you're not downloading the game, you're just streaming it. you just need a strong internet connection with either a phone with 8-16gb ram or a laptop with 8-16gb ram. I have the backbone remote from Sony I just plug it into my phone n start gaming almost like a Nintendo switch n let me tell you gaming in 2k resolution is good but gaming in 4k is even better. I have a 2k display phone n a 4K display Chromebook also from Samsung.

what if device requires usb debugging before vysor can work? I had to change settings when trying on my phone with working screen. It will be an issue for a broken phone.
It's doable but at that point you need to be skilled enough to do it as well. The easiest way is to connect to a PC via an externally powered split cable that connects it to the PC and a keyboard. Screenshot and open on PC to see where you are and use the keyboard to navigate. This is one way, there are plenty others.

What if USB debugging was on then turn off by accident. Is this a solution where I can turn it back on or see the screen through vysor??
There are several ways you can do it and none of them are clean. Easiest one is to get a USB Dongle and plug in a keyboard and a data cable at the same time. Navigate with keyboard and take screenshots and see what’s happening by accessing those screenshots.

I tried it just for fun on my samsung (I had to enable USB debugging because it wasn't), but the thing is when I click on view screen from my computer, it sends a notifications to the phone asking if I want to authorize Vysor to acces the screen.. but I can't click on it because the touch screen doesn't work...
