It is the Ethiopian regime and its visionless and unscrupulous leaders, who are instigating all these unnecessary external and internal conflicts in the region. Somaliland region is part of the territories of the main Somalia, and as such, it can't legally sign any MOU with any nation on earth. A region with in any country can't act independently unless it has been recognized as a an independant nation.
