The really memorable villains are: Clockwerk (obviously since he is the icon villain of sly 1 & 2 and the entire backstory), Neyla/Clock-la, Contessa, Dr. M, Mugshot and ofcource Dimitri when he was a villain. Pretty memorable villains include: Jean bison, Rajan, Octavio, Lefwee, Tsao, Penelope as black baron and as the black knight and the Panda king. I don't care much for most of sly 4 and some of sly 1 villains, as well as arpeggio who really wasn't much of a villain. Neyla is probably my top pick villain because you get to know her more through the game, and you think she is your ally untill she stabs you in the back. Ofcource Penelope does the same, but nowhere near the same fashion and elegance. Dimitri is probably the coolest and most iconic villain though.
