Texture material - 24 hours, paint - 15 - 30 min. The paint on which you stick the masking tape must dry for 24 hours.

I am sure other people have asked you this but what is the yellow tool called and is it available on Amazon?
This is a notched spatula. It is used in construction and repair. I bought it at a hardware store. But you can buy a special spatula for artists.

How come I have small raised bumps when it dries
If you are talking about putty, perhaps you did not mix it very well. Then these are air bubbles. Putty should be mixed well before each use.
