17: no decrease
18: decrease 3x
19: no decrease
20: increase after 4 clusters
21-22: no increase
23: increase after 5 clusters
24-27: no increase
28: increase after 6 clusters
29-33: no increase
34: increase after 7 clusters
35-61: no increase
