The National Audit Office (NAO) is the UK’s independent public spending watchdog. We support Parliament in holding government to account and we help improve public services through our high-quality audits.
We are independent of government and the civil service.
The Comptroller and Auditor General (C&AG), Gareth Davies, leads the NAO. He is an officer of the House of Commons with statutory authority to audit and report on the financial accounts of all government departments and other public bodies. He also examines and reports on the value for money of how public money has been spent.

How DCMS is handling repayments of COVID-19 loans to rugby clubs, theatres, and more
Between October 2020 and March 2022, DCMS lent £474m to 120 borrowers in the sports and culture sectors to help them weather the financial shock of lockdown:
- £145.1m of culture loans went to performing arts organisations
- £123.8m of sports loans went to top tier English rugby union clubs - 26% of all loans
By October 2024, DCMS had received 97% of the repayments from solvent borrowers it had scheduled by that date.
But some risks remain:
- up to £29m in loans to insolvent borrowers are not expected to be recovered
- DCMS may have to deal with a greater number of difficult cases once all borrowers start repaying
- 3 of 13 top tier rugby clubs had become insolvent by June 2023, highlighting the sport’s financial difficulties
We recommend that DCMS models the expected costs of managing the loan book over its lifetime, to include planning for future scenarios where the loss of public money may be a risk.
