Combatively Regulus is second behind Satella, but yes Pandora has her hax where nothing that happen to her seems to matter, and she can just rewrite what he does

Subaru could be an extra since in the IFS we could see that he always finds a way to kill anyone in that ranking, even in one of the IFs he says he would find a way to kill Reinhard, probably the author didn't go any further with this because it could be a plot of the main story.
