im sure you have already, but you should definitely tell your organisation about this, in case she tries to host again. the way you describe her behaviour seems as though she may have a mental illness, a lot of things you say make it seem as though she has borderline personality disorder. since your parents willingly transferred the money to her and there was no legal agreement for her to transfer it back, i don’t think there is much you can do about it, but i still hope you do get it back at some point. wishing you all the best in still realising your dreams of college in the US!

Not to sound like a d*ck, and I feel really sorry for your situation and your host-family is completely at fault. It is however not that smart to transfer 22 thousand dollars to someone (even though you trust them) who lives in a different country, and isn't really close family or friends of you (especially if your parents never met them). Also as you said yourself, your parents could be the financial supporter. If your transfering 22 thousand dollars you should have most definetly looked this up on the internet. Would have taken 1 minute to be sure. 22 thousand is a lot, always make sure to check these things.
