Parking pawl on that truck is holding on for dear life. Have someone hop in and hold the brakes on the truck and trailer, or use a piece of 2x4 and the power seat to push and hold the brake pedal down if you're alone. Or also a hairband/rubber band to hold the lever on the trailer brake controller.
