The Arduino will switch the relay on for one second. Connect the relay in parallel with the on switch. Connect the Arduino to a power source that will switch on when power is restored. Do you mean not spinning. Check the brake. May need to adjust the strap or cable from the lid to the brake.

Yes, you can. Connect the relay, normally open side, in parallel with the on switch. You will need another power source to switch the relay timer circuit on when the electricity is restored.

Almost every server has features auto power on when the electricity is restored but not many PC's motherboard has that features. Thank you.
