Most skilled to me would be 1A. DJ "Mighty Mouse" (He's won in so many ways, from unique Submissions (Ray Borg), submitting a High Level Black Belt (Wilson Reis). One Punch KO over a Perennial Tough Fighter (Benevidas) and Dominating a World Class Wrestler in the Muay Thai Clinch and Finishing him with Knees (Cejudo). 1B. Ilia (El Matador). Over the next year this could easily change and I could easily see Topuria being #1 All Time. Legitimately he's getting better every time I see him. I believe he will be hands down #1 in two years. 3. Prime Anderson Silva, Wrestling was just Ok, but everything else was incredible (He Submitted two dominant wrestlers, Hendo and Chael, and submitted a BJJ Black Belt (Travis Lutter), while also knocking out Great Strikers like Vitor. 4. for me the ones who are close are: DJ, GSP, Jon Jones... but I think he's the one with the power and better jiu jitsu, so he is better finalizer than the others.

I think Islam is the most skilled and generally most complete fighter ever. Topuria is absolutely in the conversation but he’s only had a few UFC fights so far, so we’ll learn more over the next couple years. Yes I know those few fights have been stellar, with great wins over Great fighters, but sometimes a young guy riding a wave of momentum can do crazy things in the short term (eg. McGregor) but as opponents have more and more data on them we suddenly see some relatively mid level opponent expose some weakness in them. Islam has exhibited a perfect mix of champion attributes over a long long win streak so he’s the gold standard for me currently.
