The author of that video clearly has no idea of the original recipe and tries to give a very clumsy explanation at the comments saying the chicken is raw. It's very telling of her social background and what she probably does to get invited in places like this if you ask my opinion. Anyways to sum it up, the chicken is cooked under pressure for more than an hour in a pig's bladder around 100 degrees Celsius. That way of cooking allow the meat to retain all of his flavor and soak with the different ingredients : truffles ; porto etc. Obviously it might look raw at first because we are used to roast chicken, which you will never get by boiling something. Therefore it is obviously safe to eat. Something potentially dangerous for health will never be on the menu of a three stars restaurant. Now for a bit of history : That recipe comes all back from the Middle-Age then it was popularized again by "Mothers" of Lyon, women known for being great cooks. But the real sacrament comes from Paul Bocuse who used to prepare it at his restaurant.

Moron, chicken has to be cooked to a certain temperature for safety reasons and it has nothing to do with culture. Salmonella doesn't give a half a shit about your culture.
Campylobacter, Salmonella, and Clostridium are not respecters of "culture" -although ironically enough they, themselves, are being cultured here.
