honestly option C is still giving me trouble
He doesn't attack the principle that obeying moral rules-->rights. Rather, he says that, assuming the syllogism (obeying moral rules --> rights), one should conclude animals have rights as because they fullfill the premise (they obey moral rules)!

A isn't a good option because the answer choice doesn't specify where the migration is coming from, the valley or outside the valley. That is how I interpreted it.
I see the key word as undermines and I interpret it as, which statement most discredits the passage if true. If it is true that the bear population has remained unchanged in the last 8 years; nothing argued in the passage is valid, and nothing said in the other answers matter.
