The present turmoil in Manipur had long been predicted by farsighted and visionary political leaders like Rungsung Suisa the first MP from Outer Manipur, Rishang Keishing the three-time Chief Minister and RV Mingthing, another former Minister. They had prior experiences and lovingly asked the Meetei brothers at different times to join the ST bandwagon for Chingmee Tammee unity. RV Mingthing joined the meetings of STDCM till his last supporting the ST demand. Rishang Keishing made a last attempt to ask the Meetei brothers to join the ST club in October 1981. Like the pot calling the kettle black, some vociferous yet orthodox Meetei elites who in their subconscious mind always thought of ST as children of a lesser god (hanthaba thak) staged a protest dharna at Keisampat against the move of the then Chief Minister. They said this sobriquet in TV discussion hours also. The proposal was stillborn. Later, a group of Meetei senior citizens took up the cudgel left behind by the above-mentioned leaders. They were Prof Mahendra Singh of MU, Chairman of STDCM; Lt-Col (Rtd) RK Rajendra, Acting Chairman of Manipur Human Rights Commission (Rtd); Lt-Col (Rtd) Laishram Lokendra; B. Angousana Sharma, ex-NSG Officer; Potsangbam Sonamani, Sr. Superintendent of Police (Rtd); Yumnam Dhiraj, Director of Industries (Rtd); Dr RK Nimai, IAS (Rtd); Sapam Bheigya, Superintendent of Manipur State Archives (Rtd); Yambem Laba, former Acting Chairman of MHRC and Secretary of Manipur State Kala Akademy; Heigrujam Nabashyam of WMC; Dr Ratankumar Rtd HOD of MU and Khaidem Mani, Acting Chairman of MHRC etc, among others. They made concerted appeals for Meetei ST. The titular king of Manipur Maharaj Leishemba Sanajaoba, sitting MP of Rajya Sabha, graced a mega rally held at Konung Lampak supporting the Meetei ST. He joined a sit-in protest at Thangmeiband supporting the ST demand. How many Meetei professors and their ilk who opposed ST demand tooth and nail know the English equivalent of the Manipuri word Yelhoumee written in India's Constitution? There's a list of Manipur's 34 Yelhoumee communities appended under Article 342(1) of India's Constitution where neither Meetei nor Meitei is listed. Are we a group of self-styled Yelhoumee only, devoid of Constitutional recognition? The Supreme Court of India in a judgement dated 5th Jan 2011 on an SLP (Crl) No 10367 states that STs are descendants of the original inhabitants comprising 8% of India's total population. The remaining 92% are descendants of immigrants. Where is the Meetei between the two -- original inhabitants or descendants of immigrants? Can any Meetei professors who opposed the ST clarify this? How many of them know the Census of India 1881, 1891, 1901 and 1931 recorded the Meetei as a forest tribe, Hindu tribe, main tribe etc. How many of them know that only from 1951 the Meetei had been mistakenly delisted without assigning any reason thereof either to the State or the general public in gazette notifications? How come some of the Meetei Ojas who opposed ST have a common agenda with immigrants hardly two hundred years old who followed the British as porters and mercenaries in opposing Meetei ST? Haven't they been taken for a ride by our adversaries whose hidden agenda is open today? How many Meetei Ojas know the Kangpokpi district boundary begins from Langol Cheiraoching and Baruni hills? Like Nagaland and Assam where their STs are categorised into two groups with separate reservation quotas each, the present 31% reservation quota will remain undisturbed by not crossing into each other's sphere in case the Meetei is listed. No question of Chaklukta Khujai Thangjinba as propagated by some Meetei ignorami. Like the lost children of history walking from one spot of buried hope to the death rattle of another searching for Constitutional safeguards but flipping the wrong pages only, aren't we paying the price of ignorance and negligence accumulated over the years by becoming today refugees (IDPs) in our State? Aren't we like a group of political prisoners under house arrest confined within a space of 6% of the total unable to cross beyond Awang Sekmai? Can there be a shining Manipur with sinking Meetei? Can this be the idea of a resilient and resurgent Manipur?
