Yes, We can do that, but it should be safe for all the checks
Sir plz check L ex & L ey , I have doubt on those, I think they should have both interchanged L ex & L ey in your presentation. Because effective length should be taken from its bending plane. It should have like moment axis and eccentric distance consideration. Plz clear my doubt.

Generally in isolated footing when (1) the depth of footing is around 700 mm or more, (2) If ground water level is at lower depth (3) If top of the footing is in tension then top mesh is provided. Some designers are providing the top mesh in normal case also which is okay

Generally top rebar mesh is not required for isolated footing, unless footing is under tesion. But some engineer's do provide minimum rebar at top to avoid shrinkage cracks at top
