Jock told The World At War what Chamberlain asked Churchill at the meeting with Halifax and Margesson, what Churchill told him and yet would not write for publication. Since 1998 (Blair's opening up of immigration) the origins of the ethnic minority population are wider than 'New Commonwealth and Pakistan ethnic' which was in use in 1980. The origins are much wider now - Turkey, Iran, other Middle East countries, francophone North Africa, Sudan, Ethiopia, Somalia, Afghanistan. Enoch Powell was speaking before people from those countries started to migrate into the UK, whether legally or illegally. So the problems is worse than he envisaged.
