Yeah, but after you can waterproof it with linseed oil, or whatever .. Also many natural glues resist better to water, like casein, tree resin, dandelion latex..

I make particle board out of reeds/ but urea formaldehyde resin is not good

I bet if you use starch for glue its equally as strong, but its water sensitive, but im not an expert!!!
