    CEAR 2023, Regulation 14(1)-perspective fault current is not considered at large in India, which is a very serious violation, as, protection circuit members and size of main earthing conductor c/s area warrants estimated fault current mandatorily. Let, hard and sincere efforts be made for it!

    No one having background from Discoms and the Regulatory Commission as well as the government. The NFE should make efforts to motivate the organizations and the concerned authorities to overcome their hesitation in public relations on issues of common interest. Basically every consumer of Discoms is shareholders of these Discoms. The equity of these Discoms and other public sector undertakings is created out of the taxpayers money available/ collected by the governments. Some of the Discoms consumers/ shareholders are working like employees/contractors/suppliers etc. But unfortunately we don't remember our basic and common identity and think in isolation and blame each other. Similarly we all are citizens, the taxpayers and the voters of the country, but don't remember this basic and common identity. We play different roles in the society and think in isolation and blame each other. The public representatives and the public servants are also from us and forget about this basic and common identity and behaves like feudal, when on chair of authority. It is more unfortunate that we forget that we are human beings first and any thing afterwards. This ignorance is the root cause of almost all personal and social problems. The seeds of this ignorance is in the influence of the five vices ( Lust, Anger, Greed, Attachment and the Ego) . Regular training and practice to protect oneself from the illeffects of these vices is the fundamental requirement for the betterment of every sector and the power sector undertakings and so the Discoms.       If Regulatory Commissions becomes serious about getting done the compliance of the safety regulations and their own directives to the Discoms and the Electrical Inspector the situation can change. We approached the APTEL regarding inertness and non seriousness of the Rajasthan Electricity Regulatory Commission. After facing all types of harassment/ discouragement for many years the APTEL issued order/orders on our petitions. But unfortunately the Regulatory Commission is still reluctant to take action as per provisions of the section 142. Punishment for non- compliance of directions by Appropriate Commission, what to say about section 146,146 and 149 . The basic cause is the degradation of the personal and professional integrity at top Management and this creates degradation at every level. This has become a social problem at every level and with every stakeholder. If one feels like an enlightened and responsible citizen the situation can improve. Unfortunately our public representatives/political parties/leaders are not behaving as role models. Only and only remedy is consistent efforts for education and awareness of the stakeholders. Looking towards the present social and the political conditions the country is leading towards the anarchy,the administrative setup is under paralysis with respect to the issues of public safety in every field.     Excellent webinar gentlemen. Unfortunately I wasn't able to join in the live webinar. I was thinking, maybe we should look at the terminology of the suppliers earthing terminal or connection to earth. Quite often in the UK we use the reference to it as either "Suppliers incoming earth" or "supply earth" which in my eyes are both technically incorrect as they are not a supply but an export path. Maybe by using terminology that says what it is designed for will help engineers on how to use it / deal with it. just a thought 👊😎👍💙

    Beyond level of understanding in Rajasthan Electricity undertakings. The NFE should contact Central Electricity Authority, the Electrical Inspectors and the Regulatory Commissions of the country. The subject of Electrical Safety is not on priority of the stakeholders, causing numerous avoidable electrical accidents daily. No reporting, no investigation/ enquiry and no periodical inspections by the Discoms and the Electrical Inspector..Regards. Congratulations for the talk of highly appreciable level.     Sorry Hemant, I think you’ve totally failed to prioritise the key issues regarding domestic electrical installation and you’ve totally missed the issue which should be at the top of the list. I have yet to find any building in India (domestic or commercial) which doesn’t have some evidence of electrical arcing somewhere. Of course all of us Engineers understand that there are many issues, but we should ask ourselves which one occurs the most? The answer is that it is the domestic mains power outlets themselves which are causing the most number of issues where you will find electrical arcing damage or risk of electrocution; yet you haven’t captured that point at all. The primary cause of the problem is that the Indian type D and type M socket outlets will always be plagued by compatibility issues because the Type-C Europlug is a “near fit” to the Indian Type-D outlet. And since the government doesn’t do anything to ban the sale of appliances being supplied with the incompatible European plug fitted, the result is that users in almost every home in India unwittingly inflict damage on their own power outlets as they try to “force” the incompatible plug in to the socket that wasn’t designed for a europlug. You also recommended the installation of “shuttered” outlets. That solves one problem but creates another because users will again inflict more damage on their mains outlets as they have to probe the earth pin with a foreign object to open the shutter when inserting 2-pin plugs. These two issues of user inflicted damage compounds with poor build quality of the sockets (even the Roma brand is total crap compared with overseas standards) to create some very dangerous outcomes in domestic dwellings where you have children interacting with appliances. It’s a very sad state of affairs indeed. Pitiful in fact! If the focus of this webinar was to cover the overhauling of the electric code perhaps it should have aimed to deal with the number-1 issue in india, which in my opinion can only be resolved if the nation scraps the Type-c/m standard entirely and migrates to the superior Type-g socket used in the UK. This could be enacted by law for all new installations. I know that would be quite a drastic step, but it really is the only way to end the diabolical mess in india. And the number-2 issue of your agenda should have been to talk about all the exposed bus-bars you find on almost every street corner. That is what costs the most lives.

    As per legal arrangements provided in the constitution of India (Acts-->Rules/-->regulations-->codes-->standards), provisions of Parental act EA2003, CEAR 2010, NEC 2011, NBC 2005, Various important IS of BIS and standards of IEC must be complied with along with standard electrical engineering processes in letter and spirit, to ensure highest safety of lives and properties! IE Rules 1956 have been repealed/discarded off in 2010 as soon as the CEAR 2010 came in force.

    You’re clearly all very talented and knowledgeable people, but after hearing the agenda and your organisation’s goals, I can’t help but think that your priorities are totally wrong. What can possibly be more important than establishing Electrical Standards to manage the distribution of power at the domestic end user’s premises? That’s precisely where electrical safety is the most critical because you have children coming in to contact with electrical outlets as well as the risk of fires in domestic premises that are so often caused by electrical arcing within peoples homes. The concept of DC micro-grids is great and I can see how that would benefit rural communities where people are deprived of a reliable power supply, but surely it’s far more important to figure out how to resolve the tremendous cluster fuck with the existing Type-D / Type-M outlet arrangement first because that affects far more people and is putting lives at risk in what must be a huge percentage of Indian homes. Let me elaborate…. The fact that many consumer appliances in india are frequently sold with the European type E plug pre-installed leads consumers attempting to connect an incorrect size plug (E.g that is “loose fitting”) in to the Type-D outlet which exists in almost every home throughout india. The result of this widespread incompatibility is that there are very few homes you could enter in India where you wouldn’t find some evidence of arcing somewhere. This issue is compounded by the prevalence of such terrible build quality of electrical appliances as well as the outlets themselves. The result of these three factors is that the majority of Indian homes have quite hazardous electrical installations which risk electrocution or a fire. Then there’s the fact that even when appliances are sold with the correct diameter pins for a Type-D plug, the plug might be a 2 pin type with no earth pin. That then forces users to take an implement to poke in to the earth pin of their socket which then leads to physical damage. Much they same as when they try to remove the type-E plug from the type-d socket and find that it’s jammed in place because the spacing between the pins is incorrect. That often causes modular sockets (like Roma) to become detached. Again, risk of electrocution! You can exemplify the entire mess with AC distribution by checking out the tools used by workman across india. Most will poke bare wires in to the socket at the premises where they work. Why do they do this? Well it’s because of the non-standardisation of power sockets, every site they arrive at to start their work has a different arrangement. My suggestion for how this can be resolved is for india to establish totally new electrical standards which mandate that the British Type-G outlet be the new standard for india. If rules are imposed to force all new buildings, refurbishment projects to provide Type-G sockets then there will be light at the end of the tunnel. Similar rules are needed to ban the sale of new appliances sold in india which do not conform to type-g. Legacy premises could use adapters to cope with the change. But the reason I suggest a complete change to type-G is to eliminate the issue of end users “forcing” incorrect sized plugs in to their sockets. Hope the above makes sense.
