I think they are kind of like "albeit" and "though." You can usually use them interchangeably, but there are subtle differences in when each is more appropriate. It comes down to which one would come out slightly more naturally =.

Depends on which is easier to say for transitioning into the next word of thought tbh. The choice of either 不過 or 但係 also reflects on the environment and words of choice of the speaker. Maybe the more you eavesdrop might end up subconsciously lead you to prefer saying the latter!

I'll take your social credits, Daddy 😉 The problem with rule of virtue, is that virtue would decided by the government & that's a bit of a problem, because virtue has a different meaning depending on which government is in power at any given time. For instance, one government may state that killing black/gay/disabled people is not acceptable, but the next government may say this is virtuous. Obviously with China having a one party system this is a moot point & my scenario is extreme but you understand my meaning. I do think being classed as a "dishonest person" by the government is a bad idea. Why are the people dishonest? Is it because they are dishonest people, or the government has decided they are dishonest because they don't agree with government thinking? It's a lot to think about.
