For embassy track, each embassy has a different deadline so you’d have to confirm with the embassy of Korea in your country. The university track deadline was October 25

Have you looked at the application documents yet? To choose the university, I’d advise you check the documents and the supported programs per university, and then check out the university and department pages of universities that have your preferred majors before you select which ones to apply to

You can either submit to the embassy if you apply via embassy track or submit to a university of your choice if you choose university track. Hope this is clear.

As long as you have you finished high school and have your results, you can apply for undergraduate programs.

Your education certificates need to be notarized (apostilled). I think DHL is a good courier service, though you may need to make sure the documents will be delivered before the given deadline
