There are quite a few programs that can help with performance, also playing on a lower res and closing any addicional programs also help. My tip is to go for a cheap graphics card, even used ones usually perform really well, go for something like a med end pc build which isn't as hard to build and can run many games even new ones at a steady 60fps on low or medium graphics, thats coming from a once low end pc user.

I hope it's your recording and not gameplay. Modders back in 2014 on ps3 were able to have us playing another game in the sky. Legit roads and new vehicles not found in online, different color helis with a full lobby and no lag what so ever
