Nah, it's not foreshadowing, but he obviously had an idea of what he wanted. You see all the time, where he rough out ideas and bring it all together in later arcs. Bullets, the main villain of Stampede, was a beta Kaido.

The thing is it’s not really foreshadowing. It’s oda just making random powers then connecting them all later n calling it haki because the story was going longer than he thought. 😂
