I always figured that the population numbers were missing a 0 on the end, since the losses both sides take would be apocalyptic for populations of 'just' 25 and 13 billion respectively. You know what’s funny. All of these options are used by different factions in my LOGH Fanfiction story where the Galactic Empire, FPA weren’t the only main factions, but a Non Cult Constitutional Monarchy of Earth and an AI Empire were factions as well. The AI Faction with Phezzan uses Option 3 on all the other factions before going to option 4. The Earth Kingdom used a heavily modified version of Option 2 on the Empire 20 years before the current time by used of a newly developed version of FTL technology. Option One was used by the Earth and the Empire against each other until a major escalation about 25 years before Astarte. Guess Good Minds think alike. A combination of option 1 and 3 seems to be the best way to victory. Option 3 being the first stage of the operation, sowing chaos and disorder within the empire through covert means. The FSA will maintain a defensive posture and try not to get involved with the brewing civil war which should be plenty of time to allow for limited demobilization of the military while retaining a professional core of the military. The FSA should send in a covert expeditionary force to disrupt the winning side of the war to ensure a drag out stalemate for as long as possible and the FSA should only move to the next stage if either the one side will surely win or the FSA economy and morale has sufficiently recovered that FSA will have a clear winning chance. The FSA forces would be well supplied and outnumbered the empire exhausted military who has been in a state of constant war for years and its industrial capabilities degraded through sabotage.

An alternative to straight up nuking them, the nukes could be used as mines and EMP generators. The mines could trap planets, when they are undetectable. As for EMP attacks, nukes have a secondary effect of released an EMP that'll damage electric equipment that have not been hardened against such an attack. This will cause chaos as the Empire would have to redirect resources into rebuilding the electric infrastructure along with looking for the mines and praying they don't go off. There is also the development of new weapons the FPA could do, like an idea of mine in a rewrite I'm doing for Halo, called the ionic cannon.

You had both the Empire and Fezzan as 1st in economic power also I don't buy the empire only having 190,000 ships, just 2-3 years later in the series Lohengramm launched Operation Ragnarok with over 1 million ships and 100 million troops. The tragedy of the FPA invasion is that if they just waited a few months the Kaiser would have been dead and nobles at each others throats over succession.

Modified Option 3: Build, Legitimize and Prepare The Free Planets Alliance needs to build its manufacturing base, GNP and increase the per capita income of it citizens. Part of the strategy is to snatch away the wealth of Fezzan by building more indigenous industry, exploiting resources in underutilized areas of the Alliance and ensuring the net quality of life of the average citizen increases. A self-investment, backed by nuclear deterrence and a flexible and mobile response force to any Imperial invasion should allow the FPA time to prepare militarily for when conflict inevitably comes. This modified plan will occur in three segments: 1.) Industry 2.) Legitimacy 3.) Preparation Industry 1.) This has the advantage of allowing the FPA to catch up to and then surpass the Empire economically, increase the popularity of the government to its citizens, and allow the rapid expansion of the military-industrial complex. Shipbuilding,, armaments procurement and precursor industrial fabrication sectors should all have an emphasis while being utilized publicly for the purposes of commercial infrastructure. Legitimacy 2.) While exporting culture and using counter-programming, Psyops and other tactics to undermine the regime of the Empire were mentioned in Original Option 3, inward stability is of equally vital importance to the Alliance. An increase in personal income, greater access to infrastructure and extremely low unemployment means that when the Alliance *is* attacked, a call for conscription will not be as resisted as current projections or polling indicates. This has the tandem effect of creating a narrative of success and progress that can be, along with popular media and culture, exported to the Empire to undermine regime stability, imposing additional costs diverted away from warship and logistics shipping construction. Preparation 3.) The creation of a Navy Board with legally authorized powers required and requested for control over design, R&D, and wargaming/fleet exercises will allow the continued training of a competent core of naval officers and allow the further evolution of shipbuilding and design. The mission set for this naval board will be to form a core of competency for the Alliance Navy with war plans should hostilities with the Empire recommence. This will allow a template facilitate mass conscription and mobilization to transition as smooth as possible, have a predesignated list of civilian industries vital to war production as outlined in Section 1. The benefits of this organization on an operational scale would be the procurement of naval intelligence, building superior ship designs to perceived new classes of enemy vessels, having intelligence on ideal landing sites of Imperial planets with space-to-shore landing operations, the development of specialized weapons for attacking the enemy's fortresses and of course, the aforementioned core competency group of officers to allow rapid expansion of the navy in times of war. This model works because this is precisely the model that has defeated authoritarian regimes before. It is fully scalable and has multiple unlisted positive externalities from both a military and public policy perspective.

I think you should avoid attacking any kind of symbol of the empire as much as possible. That's not just holy Terra or Odin but any fortress world too. Any of those attacks could lead the Empire to mount defenses beyond any reasoning, think battle of Verdun in the Great War on earth. The Empire has a bigger economic base and a defensive war always is good for morale and recruitment efforts, so the F.P.A. would very likely lose in this scenario. Instead I suggest to exploit the defense in depth strategy and find a number of choke points the F.P.A. can hold with relative ease. My goal is not to defeat the Empire in glorious battle but to starve out their war economy. The fewer star systems contribute to their military production capabiliities the less their economic advantage is. You may even be able to capture a star system with some rare resources the Empire depends upon way beyond the local industrial facilities. That gives you the opportunity to lure them into a trap and defeat a substantial part of their fleet in a failed attempt to recapture the respective system. The longer you can hold imperial territory the more your propaganda efforts can turn the empire's citizens against the nobility. Both on occupied/ freed territory and beyond. - It may not be glorious but it's less risky than betting all on expensive offensive actions.

majority of the empire live in an pre industrial era society so option 1 would work but like you said its about the occupation force would have problems in the long run so a hybrid of option 1 and 2 could work the capture of the emperor will work without any large military a small fleet would infiltrate odin, use special force to enter the imperial palace without anyone knowing and leave when the emperor is capture the success of said mission is quite low but its better then using a full fleet to attack odin and hope that they capture the emperor in time

Most of the Galactic Empire lives in a pre industrial society with Farm worlds being tended to with Rudimentary Handheld Tools and Farm Animals that said Option 1 and 3 seem the best it's low risk high reward, Raids on the limited Industry of the Empire would cripple it and Raids could contribute to Option 3 and Imperial Losses due to Option 1 could also contribute to Option 3. With Empire sustaining high losses, suffering crippling raids and having Pro Democratic Discontent the Empire could be unable to dedicate resources to deal with the FPA with them being tied up with revolts, the FPA could overrun the Empire spreading its Government across the Galaxy.

The fact is that the FPA would lose no matter what due to how corrupt it became, and it didn't have any sort of mechanism to remove that corruption outside of 'electing people out' (which, to be frank, would become increasingly impossible in *_MANY_* technological contexts). People would say, 'The journalists would solve that problem!' But I'll tell them that the Fourth Estate is a lie and always has been. Oh, and you can manipulate the masses when you hit an information saturation point, as freedom of information *_isn't_* a tool against tyranny but a tool *_FOR_* tyranny.

Wavemotion technology is overpowered however it also forces you to go in hard and fast and get out of there since the wave motion shield can only stay active for 20 minutes making it not that good for battles of attrition

Honestly, I don’t think the EFSF fleet doctrine was wrong, the fleets in orgin were mult-role. Battleships, cruisers, at least 1 dedicated missile ship, not sure if classified as a frigate or Destroyer, and carriers. Offense, defense and versatility. The fleet is superior. It’s just that the Mobile suit is a superior platform to Fighters with M-particle interference. No BVR missile strikes. They could not defend the fleet in CQB range. If the fighters could have defended the EFSF long enough for them to destroy the Zeon ships, the MS force would have to surrender because there is no way they could reach a colony before their Life support ran out.
