Put two fender washers on each bolt with a rubber washer between. That will add friction to the pivot so it will stay partly open. You don't always want just closed or open .

Great job on doing yours. I did the same with salvaged metal around the house. My purchases was a 3/8" x 4 ft metal rod $13 and 10mm x 10mm I.D. Universal Joint also call swivel connector $7.50 online. Thanks for sharing your version which will help others to become creative in solving their personal needs.
