According to Western analysts, Turkey is seeking to cut costs due to financial constraints, while pushing for more industrial profits, as argued by Bloomberg.
Ankara appears to be negotiating a deal that involves purchasing fewer F-16 upgrades and reducing ammunition. Additionally, they are also seeking an offset agreement that would allow production of F-16 components domestically, aiming to lower the project's cost from an initial estimate of $23 billion. Ankara also seeks to remove all US sanctions and measures against the preservation of its industry.

Lol in January, Pakistani Chinese made J10CE beat the Qatari spanking new Euro fighter Typhoon 9:1 in an excise in Qatar. The Typhoon is a much better plane than the overhyped Rafale. The J10CE sits on the bottom of the food chain in the PLAA fighter jets arsenal. The Chinese are being polite. In reality, it is more like 100:0. But once you realize that you can beat the Rafale easily, the ratio does not mean anything anymore.

If the f22 is in a dogfight... someone messed up. Stealth are not meant to dogfight. One could argue that an f16 or Mig could defeat the f22, f35, su57, or J20 in a dogfight.
