Do you have any examples of how the rationale section of the 941x should be filled out? Particularly whenever the partial suspension test is used.

What about if someone didn't file 941 for 2020 and 2021?
If this is the case their office staff or payroll company should be fired for malpractice. If a company paid wages and failed to file payroll tax returns for years two straight they have bigger problems.
