How to place the added edge to a specified distance from the outer edge?
Also, the moment I click outside the box the rings disappear altogether and then I have to make them again
You can watch my offset video on the channel to clear this doubt. And whenever you will click outside of the window the selection will disappear so you should confirm the selection without proceeding for any other step.

I just started learning 3ds max and wanted to learn how to accurately move the line to specific distance, this video helped a lot as in most videos people just approximate dimensions rather than properly drafting it which is needed by architects and engineers. Agar aapke bitmap ki location bohot saare folders ke andar hai to crash kr jaata hai. So try to put simple foldering.

Instead of deleting selected poly sides just click bridge, its faster cause you don't have void spaces inbetween
