This is one of the cool side quests in the Elder Scrolls: Oblivion, with intriguing lore behind it.
Do not use spells with area damage or else you risk blowing the tears away and that'll make it almost impossible to find them.
It happened to me with one tear after I blew it away with Fireball and I had to search for a long time. I couldn't find it even after using Telekinesis.
What I did in the end is that I started shooting Fireballs close to the frozen knight area and somehow the tear landed below as you can see in 01:54

This quest got my first play through of oblivion glitched. I have since 100% oblivion one of my favorite games of all time. I avoided vampirism all together with the vile lair dlc being you can cure yourself immediately there. Awesome video!!
