I had the same problem but after some time it started saying that the ps4 is not working at all. I had to switch the hard drive and everything worked again. Only costed me 20 bucks👍

Bad HDD. Replace it. It says, "copying update", and the fact that it shows nothing for the license agreement after copying the update to internal storage probably means your PS4's HDD is COOKED beyond recognition.

1. Try clicking both "Accept" and "Do not accept" and see what happens when you click on either of the options 2. Somewhere on the update website you can download a bigger update file that is around 2GB in size (probably called something like Full System Update), try using that file to update the PS4 instead of the regular one 3. As another commented suggested, boot your PS4 in Safe Mode (google how if you don't know) and try initializing it 4. If neither of the above options work, try replacing the hard drive like another commenter suggested

Your PS4 booted up in safe mode it doesn’t mean it’s bricked, the reason the USB update didn’t work is because if you try to update the PS4 with an already existing software update it’ll just restart because there’s no update needed, holding down the power button for 10 seconds and waiting for the three beeps it’ll give you more options to restore the PS4 even booting it up outside of safe mode.
